"We're exploring how we can partner with banks and credit unions in the US to offer smart checking accounts through Google Pay..." per a company spokesperson.
Google will utilize the financial institutions and the banks will handle all the financial transactions and compliance.
Google sees this as a natural progression of their other offerings and they want to make it easier for you to buy things. However, Washington lawmakers could create a roadblock for them.
We also discussed Facebook Pay on the show - Facebook Pay was launched in the US in November, 2019. They too want to make it very easy to spend your money while in their platform.
