Facebook says that no functionality will be lost. A new capability of the update is the ability to save your work as a draft in the Ad Manager.
With each update, Facebook has been moving more of the Power Editor functionality into the Ad Manager.
Facebook also is banning Pages that are sharing Fake News, from buying ads. They will be combing AI and the human review process to catch 'Fake News' articles. Facebook is censoring content to curb Fake News.
